I think this is up to the discretion of the couple. They should at least be seriously dating, imo, if they’re considering this level of physical intimacy. I think it’s right and normal for a serious couple to desire each other and be interested in each other’s body. Whether or not touching or seeing her breasts is acceptable that couple needs to decide. My wife and I while dating were very handsy because touch is important to both of us. I did not see her topless until we married, but she loved for me to touch and play with her breasts under her clothes. It helped her know that I desired her.
